EPA Licence Number P1113 The facility is emitting a highly intrusive noise that resembles a high-pitched howling wind or a distant siren/alarm. It is strongly tonal in nature, penetrates closed double-glazed windows, and is intensely loud when windows are opened. I have audio recordings of this intrusive howling noise taken directly from my property, which I am ready to provide to investigators. This severe noise and the recurring night-time start-ups are repeatedly disrupting my children's sleep and severely impacting our family's health and wellbeing. The issue is ongoing and recurring. Please note that the timestamps below represent only a small sample of the times I was physically able to log while being kept awake, and do not represent the full extent of the disturbance: * 15th July 2026: - 1:50 AM – Noise stopped - 1:52 AM, 1:57 AM, 1:59 AM, 2:02 AM – Rapid, repeated start-ups / cycling - 2:46 AM, 3:03 AM, 3:06 AM, 3:11 AM, 3:42 AM – Subsequent start-ups and elevated operation * 16th July 2026: - 00:54 AM – Loud start-up / operational cycling In addition to this sleep-depriving noise, I have repeatedly witnessed thick black smoke pouring from one set of generator chimneys, and I have video evidence of thick grey smoke billowing from another chimney stack. These differing emissions prove widespread incomplete combustion and emission system failures across multiple units on-site. These are only the instances I have managed to catch—how many more emissions breaches are occurring when residents are asleep or not there to see? As a parent, I am deeply concerned about the long-term health impacts on my children from breathing in these unburnt fuel soot particles and toxic fumes just 450 meters from our doorstep. I am asking you to act on the following points: 1. Inadequate Prior Response from SDCC: We formally logged a complaint regarding this site via phone with South Dublin County Council on 13th December 2023 on behalf of our household. While an officer subsequently visited the DUB10 site itself to listen, no assessment was ever conducted at our home (the actual Noise Sensitive Location). Testing inside an industrial site rather than at the affected residential boundary is fundamentally flawed, and over 2.5 years later, the problem has only escalated. 2. Lack of Resident Notification: Local residents were never properly consulted or warned that a facility emitting heavy combustion exhaust and sharp tonal noise would operate approx. 450 meters from our family homes. 3. Legal Tonal Noise Violation: Prominent tonal noise at residential boundaries (Noise Sensitive Locations) is strictly prohibited under EPA guidelines. Will you please raise an urgent, formal Representation with the Chief Executive of SDCC and the EPA on my behalf? Please request that the Council’s Environmental Health Officer demand the operator's operational logs for the 15th July (1:50 AM – 3:42 AM) and 16th July (00:54 AM) timestamps, reopen our 13th December 2023 complaint file, audit their continuous emissions monitoring data for black and grey smoke events, and perform an unannounced narrow-band frequency noise assessment (in 1/3 octave bands) directly at my property rather than on-site at the industrial estate.
